A travel agency's books fail for one reason more than any other: mixing your own revenue with client money. Ticket sales, hotel payments and visa fees you collect on behalf of airlines and hotels are not your income — only your commission is. Get the agent-versus-principal line right and every other number in the business becomes reliable; get it wrong and your profit, VAT and corporate tax positions are all distorted.

Step 1: decide agent or principal on every supply
Under the VAT Federal Decree-Law No. 8 of 2017 (as amended) and its Executive Regulation, an intermediary acts either as a disclosed agent (arranging a supply for a principal, earning commission) or as a principal (buying and reselling in its own name). The treatment differs sharply (FTA VAT legislation, tax.gov.ae):
- Agent: only the commission is your taxable supply. The underlying ticket or hotel booking is the airline's or hotel's supply, not yours.
- Principal: the full package price is your supply, and the cost side becomes your input tax.
Most agencies are agents for flights and third-party hotels but principals for their own tour packages. Document the decision per product line — it determines your revenue recognition, your VAT return and your corporate tax base.
Step 2: ring-fence client money
Client money (ticket monies, hotel prepayments, visa fees held before remittance) should sit in a separate ledger account — and preferably a separate bank account — reconciled weekly. This is not only hygiene: unremitted client monies inflating your revenue is the single most common error in travel-agency books, and it inflates VAT and corporate tax exposure alike.
Step 3: apply the right VAT treatment

Where an agency packages its own tours and cross-supplies transport, hotel stays and services, each element follows its own treatment, and mixed supplies need careful apportionment. IATA/BSP agencies add a further layer: the BSP settlement cycle must reconcile to the ledger every month, with debit memo provisions accrued when raised.
Step 4: run a monthly close built for travel
A travel close that catches the real risks takes these steps:
- Reconcile BSP and air-ticketing settlements to the ledger, invoice by invoice.
- Reconcile client money accounts and confirm every balance is either remitted or refundable.
- Recognize commission at travel date, not booking date, where the service is performed later.
- Book debit memos and refund liabilities when identified — not when the airline recovers them.
- Reconcile the VAT return to the ledger by treatment category, not in total.
Record-keeping supports all of this: tax records must be retained for the statutory period under the FTA's record-keeping rules (FTA Decision No. 4 of 2026, tax.gov.ae), and agencies should keep bookings, BSP reports and client-money statements in a form the FTA can review.
Step 5: connect the books to tax decisions
Clean agent/principal accounting directly feeds corporate tax: commissions are taxable income, while client money never is. Agencies below AED 3 million in revenue may elect Small Business Relief for tax periods ending on or before 31 December 2029 (Ministerial Decision No. 131 of 2026), and audited financial statements become mandatory where revenue exceeds AED 50 million or free zone qualification is claimed (Ministerial Decision No. 84 of 2025).
