VAT registration in the UAE is not open-ended: the Federal Tax Authority must respond to a registration application within 20 business days of receiving it, under Article 5 of Cabinet Decision No. 37 of 2017 (the Tax Procedures Executive Regulation). In practice, a complete application is decided inside that window and the Tax Registration Certificate appears in the applicant's EmaraTax dashboard as soon as the FTA approves it. What actually decides how long your registration takes is not the FTA's speed — it is when you were legally required to apply, and how clean the documents you submitted are. This guide sets out the three clocks that govern the process, what slows the review down, and the penalty clock that starts if you apply late.
The three clocks that decide your VAT registration timeline
Three separate time rules govern a VAT registration in the UAE, and they run independently of each other:
Clock 1 — your filing deadline. A business resident in the UAE must register for VAT when its taxable supplies and imports exceed AED 375,000 over the past 12 months, or when it expects to exceed that threshold within the next 30 days. Once required to register, it must file the application within 30 days (Cabinet Decision No. 52 of 2017, Art. 7; the FTA's own registration guidance states the same triggers). Below the mandatory threshold, a business can register voluntarily once taxable supplies, imports or taxable expenses exceed AED 187,500.
Clock 2 — the FTA's decision window. Once the application lands, the FTA must respond within 20 business days (Cabinet Decision No. 37 of 2017, Art. 5). That response can be an approval, a request for further information, or a rejection — and a rejection decision must also reach you within that same 20-business-day window.
Clock 3 — your effective registration date. Approval is not the end of the calculation: registration takes effect from the first day of the month following the month in which you were required to register, unless the FTA agrees to an earlier date (Cabinet Decision No. 52 of 2017, Art. 7). A business that registers promptly and one that waits three months can both end up with the same effective date — and the same retroactive obligations.
What the FTA reviews, and what slows the 20 days down
The 20-business-day standard applies to an application the FTA can actually assess. The review typically covers your trade licence, the identity details of owners and managers, contact and bank details, and a description of your business activity. The FTA's registration service notes that applicants may be asked to provide a business flow and supporting documents demonstrating the nature of the activity, the movement of goods and the supply chain — this is the single most common point where a simple application becomes a long one (FTA VAT Registration service page).
Two things in particular extend a registration past one cycle:
- An information request resets your clock, not the FTA's. If the FTA asks for additional documents — ownership proof, contracts, a supply-chain diagram — the review pauses until you answer. A slow or incomplete reply is the most common reason an application that should take 20 business days takes two months.
- A rejected application still consumes the window. If the FTA finds the applicant has no intention of conducting qualifying activities, or the required information was not provided, it rejects within the same 20 business days — and you must re-apply once the conditions are met (Cabinet Decision No. 37 of 2017, Art. 5).
Your VAT registration timeline at a glance
| Stage | What happens | The legal time rule | Source |
|---|---|---|---|
| Threshold crossed | Taxable supplies + imports exceed AED 375,000 in 12 months, or are expected to within 30 days | Registration becomes mandatory; voluntary from AED 187,500 | FTA VAT Registration |
| Application filed | Submit via EmaraTax with licence, identity, activity and bank details | Within 30 days of becoming required to register | CD 52/2017, Art. 7 |
| FTA decision | Approval, information request or rejection | Within 20 business days of receipt | CD 37/2017, Art. 5 |
| Certificate issued | Tax Registration Certificate available in your EmaraTax e-Services dashboard | On approval — no separate dispatch wait | FTA VAT Registration |
| Effective date | You become a Taxable Person and can charge VAT | First day of the month after the month you were required to register, or an earlier agreed date | CD 52/2017, Art. 7 |
If you apply late: the penalty clock
Missing the 30-day filing deadline does not stop the obligation — it converts it into a penalty. Where a person does not file despite being required to, the FTA registers them with effect from the date they first became liable and imposes administrative penalties (Cabinet Decision No. 52 of 2017, Art. 7). Late VAT registration carries a fixed administrative penalty under the penalties decision as amended by Cabinet Decision No. 129 of 2025, effective 14 April 2026 (Cabinet Decision No. 40 of 2017 and its amendments, as consolidated by the Ministry of Finance in November 2025). Because the amendment reshaped several penalty amounts, check the current consolidated table — or confirm your case with a registered tax agency — before assuming any figure.
The practical consequence is bigger than the fine: registering retroactively means returns, invoicing corrections and payment obligations dated back to your effective date, all inside their own deadlines. Businesses that register late usually pay more in rework than in penalties.
After approval: what you owe from day one
Once the certificate is in your dashboard, three duties start immediately:
- Charge VAT at 5% on taxable supplies from your effective date, and show your Tax Registration Number (TRN) on tax invoices.
- File returns by the 28th day following the end of each tax period, usually quarterly (Cabinet Decision No. 52 of 2017, Art. 64).
- Keep records — including tax invoices and credit notes — for at least five years under the VAT record-keeping rules (Federal Decree-Law No. 8 of 2017 and its Executive Regulation).
How to keep registration to one 20-day cycle
- Apply on the forecast trigger, not after it. If supplies are expected to cross AED 375,000 within 30 days, you can and should register now — the FTA accepts applications on expected supplies.
- Prepare the business flow before you submit. A one-page diagram of how goods/services move, with contracts attached, answers the question that otherwise triggers an information request.
- Use one TRN for the whole company. Branches do not register separately: all branches sit under the parent company's single TRN with one consolidated return (FTA VAT Registration service page).
- Watch the dashboard, not your inbox. The certificate and FTA requests both land in your EmaraTax account — a missed request there is how a 20-day review becomes a 60-day one.
FAQ
How long does VAT registration actually take in the UAE?
The FTA must respond within 20 business days of receiving your application under Cabinet Decision No. 37 of 2017. Applications that draw an information request take longer by exactly the time you take to answer, and rejections are notified within the same window. Plan for the 20 business days as the legal maximum for a complete file, not a service guarantee for an incomplete one.
When does my VAT registration take effect?
From the first day of the month following the month in which you were required to register, unless the FTA agrees to an earlier date (Cabinet Decision No. 52 of 2017, Art. 7). If you apply before crossing the threshold, you can agree an effective date aligned with when you actually become liable.
What happens if I should have registered months ago?
The FTA registers you retroactively from the date you first became liable and imposes administrative penalties, and your returns for the intervening periods fall due on their own deadlines (Cabinet Decision No. 52 of 2017, Art. 7). Budget for back-filing and rework, not just the fine.
Do branches and sole establishments need separate VAT registrations?
No. A company's branches are all registered under the parent's single TRN with one consolidated return, and all sole establishments owned by the same natural person sit under one TRN with the threshold measured across all of them (FTA VAT Registration service page).
