A facilities management company in the UAE makes or loses money on contracts, not services: a cleaning retainer billed monthly in advance, an MEP maintenance agreement billed per visit, and a specialist fit-out trade billed per milestone. This guide sets out the bookkeeping structure for UAE FM operators as at October 2026 — how to cost each contract, when VAT is due on advance billing and warranties, what input tax is recoverable, and which corporate tax dates now bind every operator.
Why FM books need contract-level cost tracking
An FM company typically wins a multi-year maintenance contract at a thin margin and makes or loses that margin on labour deployment. If your cost ledger only shows total payroll and total revenue, you cannot see which contracts eat margin. The fix is contract-level costing: each contract gets its own cost card — deployed labour hours, subcontractor bills, materials, equipment and vehicles — matched against the revenue line for the same contract.
Two records most FM operators under-track:
- Retainer billing cycle — many contracts bill monthly in advance. That is a VAT timing and deferred-revenue event, not just a cash event.
- Warranty and snagging liabilities — repairs done free under warranty are a cost with no revenue line. If you do not accrue for them, margin on winning bids looks better than it is.
The records that matter, and the rules behind them
| Record | What it captures | Rule and source |
|---|---|---|
| Contract cost card | Labour, subcontractors, materials, equipment and overhead per contract, per month | Basis for margin-by-contract reporting and bid pricing |
| Retainer invoices | Advance-billed monthly or quarterly contracts | Date of supply is generally the earliest of invoice issuance, payment due and payment receipt (Federal Decree-Law No. 8 of 2017, Art. 26) |
| Labour cost file | Wages, accommodation, transport, visa, uniform per worker | Salaries must be paid through the Wage Protection System (WPS) (MOHRE guidance; Federal Decree-Law No. 33 of 2021 on Regulation of Employment Relationships) |
| End-of-service accrual | Monthly gratuity accrual per worker | 21 days' basic wage per year for the first five years, 30 days per year thereafter, capped at two years' wage (Federal Decree-Law No. 33 of 2021, Art. 51; UAE Government portal guidance) |
| Material and equipment register | Capitalised plant, spares inventory, vehicles | Standard VAT rate of 5% applies to purchases; input tax is recoverable where used for the business (Federal Decree-Law No. 8 of 2017, Art. 3) |
| Records retention | Contracts, invoices, payroll, VAT and CT records | Keep VAT records at least 5 years; corporate tax records at least 7 years after the end of the tax period (FTA guidance, 27 August 2025) |
VAT on retainers, advances and warranties
Three VAT moments FM operators most often get wrong:
- Advance-billed retainers — the date of supply is generally the earliest of invoice issuance, payment due and payment receipt (Federal Decree-Law No. 8 of 2017, Art. 26). A maintenance contract invoiced in January for service delivered over the year carries VAT at the January tax point, not across the year.
- Call-out and per-job work — standard-rated at 5% at the time the service is completed or payment received, whichever comes first (Federal Decree-Law No. 8 of 2017, Art. 25).
- Warranty repairs — a repair done free under warranty carries no output VAT if nothing is charged, but the input tax on the repair is generally recoverable as a cost of making taxable supplies.
VAT registration follows the standard thresholds: mandatory above AED 375,000 of taxable supplies in a 12-month period, voluntary from AED 187,500 (Federal Decree-Law No. 8 of 2017, Arts. 17 and 20). Most FM companies with more than one significant contract are registered well before that ceiling.
One input tax rule catches FM businesses: input tax on entertainment services is not recoverable (Cabinet Decision No. 52 of 2017, Art. 53). Subcontractor, labour, uniform, vehicle and equipment input tax is recoverable where the expense is for the business.
Payroll: WPS, gratuity and deployment matching
FM labour is often paid through the Wage Protection System, and the payroll file is your deployment-control tool — comparing WPS payments to each contract's deployed-headcount file exposes idle or duplicated labour fast. Accrue end-of-service benefits monthly on the 21-day/30-day scales on basic wage, capped at two years' wage (Federal Decree-Law No. 33 of 2021, Art. 51). One terminal gratuity can swallow a full payroll month if it is not accrued.
Corporate tax: what an FM operator owes
- Rates: 0% on taxable income up to AED 375,000 and 9% above it (Federal Decree-Law No. 47 of 2022, Art. 3; FTA Small Business bulletin).
- Register for corporate tax within the FTA's timelines — in general, within three months of the end of the tax period (FTA Decision No. 3 of 2024). Late registration carries an AED 10,000 administrative penalty (Cabinet Decision No. 75 of 2023, penalty table).
- File the return and pay within nine months of the end of the tax period (FTA guidance, 19 August 2025).
- Annual revenue of AED 3 million or less may qualify for Small Business Relief, treating taxable income as nil, for tax periods ending on or before 31 December 2029 (Ministerial Decision No. 131 of 2026, amending Ministerial Decision No. 73 of 2023; MoF announcement, 7 August 2026). Above that threshold, or as a Qualifying Free Zone Person, relief does not apply.
- Keep corporate tax records at least 7 years after the tax period ends (FTA guidance, 27 August 2025).
Decision aid: the monthly close for an FM contract
- Reconcile WPS payroll to the deployed-headcount file for every contract.
- Update the end-of-service accrual.
- Confirm advance retainers carried VAT at the right tax point.
- Reconcile subcontractor and materials input tax into the VAT return.
- Compute margin per contract; flag any contract below target margin for repricing.
- Check the corporate tax calendar against the period end.
Frequently asked questions
When is VAT due on an FM retainer billed in advance? Generally at the earliest of invoice issuance, payment due and payment receipt (Federal Decree-Law No. 8 of 2017, Art. 26).
